Does a civic tech company qualify?
- Product startups (software or hardware you sell) qualify for Activate. Agencies, consultancies and dev shops that bill by the hour usually don't, unless they're building their own product.
- Your company is usually under 10 years old, pre-Series B for the Provider tier, and hasn't had Activate credits before.
- Past the startup stage? Established civic tech companies can look at business and migration funding instead.
- Nonprofit or researcher? The AWS Imagine Grant and Cloud Credit for Research are separate from Activate.

Where civic tech startups burn credits fastest
Separate stacks per government customer
Dedicated environments for every agency multiply fixed costs.
Fix: Use isolated accounts with shared infrastructure as code, sized small.
GovCloud before you need it
GovCloud (US) costs more and has fewer services.
Fix: Move there only when a contract requires FedRAMP High or ITAR.
Staging that never sleeps
Copies of production for staging, QA and demos often run 24/7 at full size, doubling or tripling the bill.
Fix: Schedule non-production environments to stop at night and weekends with Instance Scheduler, or use smaller instance sizes.
Unbounded CloudWatch logs
Debug-level logs from every request are ingested at about $0.50 per GB and kept forever by default.
Fix: Set log retention to 14 or 30 days and lower log levels in production.

- AWS paperwork
- Government buyers may require FedRAMP-authorised services or AWS GovCloud (US).

Questions
Is there a special AWS credit programme for civic tech startups?
Yes: AWS Imagine Grant (Up to $100k credits plus up to $200k cash; 2026–27 cycle; round one closed 5 Jun). Standard AWS Activate also applies.
How much in AWS credits can a civic tech startup get?
The largest pot is AWS Imagine Grant: Up to $100k credits plus up to $200k cash. Otherwise Activate gives up to $200,000 through a provider.
Do AWS credits cover what a civic tech product runs on?
Usually yes. A typical setup (Serverless app on Lambda and DynamoDB, S3, CloudFront; GovCloud only for regulated government data) is covered by promotional credits. Marketplace purchases, support plans and taxes are not.
How long will credits last for a civic tech startup?
At about $150/month (MVP), $25,000 lasts around 167 months, though credits usually expire after 12 to 24 months.
Can I stay compliant while using AWS credits?
Yes. Credits don't change your compliance duties. Government buyers may require FedRAMP-authorised services or AWS GovCloud (US). Credits never pay for audits or third-party compliance tools.
What if AWS rejects my civic tech application?
Try a different route: an Activate Provider, another niche programme, Google for Startups Cloud Program or Microsoft Tech for Social Impact (nonprofits), or our partner match.
